Todd is cochair of Person Ferdinand's insurance practice group. Todd's clients value his experience in insurance regulation, transactions and governance, administrative law, and employee benefits. He brings a practical approach to help clients navigate complex regulatory environments. Todd leverages his prior experience with a Fortune 500 insurer to advise insurers, third-party administrators, health plans, employers, and insurance agents on key insurance corporate and regulatory issues. EXPERIENCE Todd advises insurance companies on corporate transactions including formation, licensing, mergers and acquisitions, and dissolution. He counsels on state and federal insurance compliance and regulatory issues including product development and filings, enforcement actions and holding company act filings. He advises on health plans, HRAs, HSAs and wellness programs. This includes experience with ERISA, the Affordable Care Act, HIPAA, COBRA and other federal and state laws governing health plans. He is involved in setup, regulation and administration of MEWAs, association health plans, bundled self-funded health plans, captive arrangements and VEBAs. Todd advocates for clients with state and federal agencies including state departments of insurance and provides support for legislative efforts. He advises on privacy and security issues including HIPAA, the Gramm-Leach-Bliley Act and other state and federal privacy and security requirements. With strong ties to fraternal benefit societies, Todd serves as outside counsel to the American Fraternal Alliance and has worked with more than 40 fraternal benefit societies nationwide. Todd is a member of the Federation of Regulatory Counsel, was inducted as a Fellow of the Wisconsin Law Foundation in 2018 and received the 2019 President’s Award from the State Bar of Wisconsin.
