Pete represents insurers, producers and administrators in enforcement and transactional matters before Minnesota's insurance, taxation and workers compensation regulators. He also advises insurers on mergers, acquisitions, assumption reinsurance transactions, insurer formation and dissolution, product distribution mechanisms, governance matters, product development, producer licensing and compliance matters. Pete has been a leader in the development of Minnesota's insurance regulatory policy for over two decades. Working with Minnesota's insurance trades, he designed and drafted Minnesota's significant 2017 market conduct reform. He also led the development and enactment of dozens of Minnesota insurance regulatory measures, including the enabling legislation for the stamping office (and its subsequent organization), fraternal benefit solvency reform, ridesharing insurance regulation, service contract and portable electronics regulation and adjuster licensing revisions. Prior to entering private practice, Pete was an officer of a large national insurer, where his assignments included serving as division counsel and subsequently as group counsel, leading a group of attorneys, paralegals and compliance professionals providing counsel to the company's niche markets. Early in his in house career, Pete managed high profile rating matters before over 30 state insurance regulatory agencies. Pete chairs Stinson's Healthcare and Insurance Division.
