Elizabeth Tosaris has nearly 35 years of insurance regulatory and insurance litigation experience, assisting clients on a broad range of issues arising out of the regulation of the insurance industry. Elizabeth's clients include a wide variety of insurers, insurance producers, entities in non-insurance lines of business who are considering business plans with an insurance-related component, as well as Departments of Insurance. Elizabeth has advised clients on issues related to cybersecurity, including creating and updating cybersecurity plans. She has knowledge of the unique duties imposed on insurance companies, producers and other insurance department-licensees when a breach occurs, as well as the duties for entities regulated under the federal requirements governing protected health information. Recognized in Chambers USA for 2015-2016 for Insurance: Transactional and Regulatory, Elizabeth regularly advises clients on achieving compliance with insurance statutes and regulations, obtaining approval of rate filings, implementing claims and underwriting procedures, and developing marketing strategies. She has worked with insurers on financial reporting and filing issues, including annual statements and related financial documents. She has extensive experience with license applications, applications to withdraw from business and holding company matters. Elizabeth also advises clients in connection with major transactions such as mergers and sales of insurers. She has particular experience in responding to market conduct examinations including resolving issues arising out of those exams. Elizabeth regularly advises major insurers who are the target of multi-state market conduct exams. She has also litigated matters at trial and in administrative hearings brought by the California Department of Insurance. Another area of Elizabeth's practice involves assisting insurers in preparing responses to subpoenas and other investigatory demands from state agencies. In addition, she has worked with insurers in preparing responses to data requests and other special reporting events called by state regulators and attorneys general. She is also accredited by the Department of Veteran Affairs.
