Tom Rush is VP and Counsel with The Hanover Insurance Group.  He is the primary legal counsel for Hanover’s Specialty lines of businesses including Marine, Surety, Professional Lines and Specialty Property and Casualty.
 
Tom also provides legal support for Hanover’s in-house brokerage and Workers’ Compensation businesses, and government affairs and transactional support for Hanover in the States of California and Pennsylvania.  Tom provides legal advice and assists his business clients with new business ventures, licensing, regulatory matters, product development and transactional risk management strategies.
 
Before coming to Hanover, Tom has served as the chief legal and compliance officer of Philadelphia Insurance Company, Vice President and Chief Counsel of Liberty International Underwriters (LIU), and Chief Counsel of Liberty Mutual Surety.  In these roles, he negotiated and structured complex reinsurance, regulatory and financial transactions in the United States, Canada, South America, Europe and Asia.
 
He was admitted to practice law in the State of Maryland in 1992, the District of Columbia in 2008, and obtained his corporate counsel license in Massachusetts in 2011.
