J. Angela Ables, President and Managing Partner of Kerr, Irvine, Rhodes & Ables, Oklahoma City, Oklahoma has been involved in the private practice of insurance regulatory, administrative and transactional law for over 30 years.  Ms. Ables, formerly an Assistant Attorney General for the State of Oklahoma, provided representation to the Oklahoma Insurance Department and then joined the Insurance Department where she served as Deputy Insurance Commissioner until she went into private practice with the firm of Kerr, Irvine & Rhodes in 1985.  She represents insurance companies before the Insurance Department and has extensive experience in incorporating, licensing and providing all aspects of legal advice regarding insurance company regulation. She has been involved in mergers, drafting policy language and providing reinsurance contracts as well as all types of insurance transactional matters.  Her clients are some of the largest insurers in the nation as well as smaller Oklahoma domestic insurers who rely on her expertise in charting the highly regulated areas of insurance regulatory law. Ms. Ables also has provided legal defense to insurers in all lines of insurance at both the trial court and appellate levels.   Life, accident and health, property and casualty, and liability defense are but a few of the areas of the firm's concentration.  She is recognized as an expert in insurance matters due to her regulatory background as well as her concentration in her practice over the past 25 plus years.  

Practice Areas:  Insurance regulatory, insurance defense, administrative law, corporate and business mergers, acquisitions, transactional law.  Ms. Ables has provided counsel and guidance for creating insurance companies and captive insurance companies from initial analysis to licensure before the Oklahoma Insurance Department.    Ms. Ables has provided legal advice for insurance company mergers, dissolutions, acquisitions, affiliate related matters, licensure, rate and form filings and analysis.  She acts as outside Counsel to a number of insurers doing business in the State of Oklahoma.  Ms. Ables has provided counsel on every aspect of insurance law, from regulatory requirements to defense of an insurer in litigation and is considered an expert in the insurance law field.

Experience:  Staff of Speaker Carl Albert, Washington, D. C. , Assistant Attorney General for the State of Oklahoma 1976-1978, Deputy Insurance Commissioner 1978-1985, private practice at Kerr, Irvine, Rhodes & Ables 1985-present.

Education: Graduated Ada High School (1968), graduated East Central University 1972 with Honors, Received Juris Doctor degree from Oklahoma City University School of Law in 1975.
