Global insured losses from natural catastrophes are on trend to hit USD 145 billion in 2025, continuing a steady 5%–7% annual growth trend seen in recent years, according to reinsurance giant Swiss Re. P&C Insurers Logged Their Best Year in a Decade While Consumers Chased Cheaper Rates: Insurify
The industry reported a net combined ratio of 96.5% in 2024. A combined net ratio of less than 100% indicates an underwriting profit, meaning insurers made more from premiums than they paid in claims. Potential NAIC Artificial Intelligence Model Law
On May 15, 2025, the NAIC’s Big Data and AI (h) Working Group floated an AI Request for Information seeking input from stakeholders on whether the NAIC should consider creating an artificial intelligence model law as a next step following the promulgation of the NAIC’s Model Bulletin on the Use of Artificial Intelligence (AI) Systems by Insurers in 2023. The One, Big, Beautiful Bill Preserves States’ Ability to Regulate Artificial Intelligence
The final version of the Trump administration’s domestic agenda bill, known colloquially as the “Big Beautiful Bill”, which President Trump signed on July 4, 2025, does not contain the 10-year moratorium on states creation of new, and enforcement of existing, state laws regulating artificial intelligence that was a feature of the original House of Representatives’ version of the bill, keeping open the ability of states to regulate the use of artificial intelligence in the insurance industry and avoiding a McCarran-Ferguson Act show-down on the issue. The NAIC had objected to the originally proposed moratorium in its June 4, 2025 letter to certain U.S. Senate leaders. US Surplus Lines Market Sees Continued Growth Amid P&C Pressures: AM Best
AM Best, a credit rating agency, has released a new report showing continued growth in the premiums generated by non-admitted insurers within the US surplus lines market. This rise in premiums highlights significant opportunities spurred by ongoing challenges in the property and casualty (P&C) sector. Workers’ Comp Premiums Fall 3% in 2024; Combined Ratio Holds at 86: NCCI
The Insurance Journal reports that “[t]his marks the eighth consecutive year that the workers’ comp line held a combined ratio below 90, according NCCI, an organization that provides analysis and recommendations on workers’ comp loss costs and rates in 38 states.”

Arizona Governor Appoints Maria Ailor as Interim Director of the Dept. of Insurance & Financial Institutions
Arizona’s Department of Insurance & Financial Institutions (“DIFI”) has a new director. Governor Katie Hobbs appointed Maria Ailor to serve as the Director of DIFI effectively as of May 30, 2025. Ms. Ailor has been employed with DIFI for nearly 30 years, and most recently served as the Assistant Director of the Market Regulation and Consumer Services Division. Ms. Ailor also serves as the State Chair of the Arizona Chapter of the Insurance Regulatory Examiners Society.

Extension of Emergency Declaration
On July 11, 2025, the CDI issues a Notice extending the declaration of emergency in connection with the January fires in Los Angeles for 180 days.  The extension of the declaration of emergency allows insurers to utilize unlicensed adjusters under certain circumstances to facilitate the timely processing of claims. FAIR Plan
On June 25, 2025, Commissioner Lara announced reforms to the California FAIR Plan, which will include the following:
Temporary expansion of FAIR plan coverage for high-value commercial properties, homeowners’ associations, and affordable housing developments, available July 26, 2025 to 2028.
The Department’s examination report of the FAIR Plan will be released in the coming weeks.
Co-sponsored by Commissioner Lara, the pending bill AB 226 (FAIR Plan Stabilization Act) would authorize the FAIR Plan’s access to bonds, loans, and lines of credit, subject to the commissioner’s approval, to cover claims and maintain liquidity. Rating Issues
On June 18, 2025, the CDI issued Bulletin 2025-11 reminding all insurers that negotiated or mutually-agreed-upon rates, retroactive rating plans, LRAROs (Large Risk Alternative Rating Options), or consent-to-rate arrangements violate the prior approval provisions of Proposition 103. However, the Department may approve such arrangement if its specific rating factors or formulas satisfy the prior approval provisions. DeSantis Signs Bill Expanding Benefits to Firefighters Injured During Training on or Before July 1, 2025
On May 22, 2025, Governor DeSantis signed SB 1202 in law. The new law will expand employer-paid health insurance benefits to firefighters who become totally or permanently disabled during an official training exercise. The law, which went into effect on July 1, 2025, also extends those benefits to a firefighter's spouse and dependent children. Diligent Effort Requirement Repealed for Surplus Lines Placement
On June 13, 2025, Florida Governor Ron DeSantis signed House Bill 1549 into law with an effective date of July 1, 2025.  The bill repeals the requirement for a diligent effort when placing business in the surplus lines market. Reportedly, four other states do not require that an agent make a diligent effort before exporting a policy to a surplus lines insurer, and nineteen states require the agent obtain at least three declinations from authorized insurers before exporting a policy to a surplus lines insurer.  Other provisions of the eligibility to export law remain unchanged.  Additionally, the bill introduces new language that must be included on the disclosure form which the insured is required to sign, which states: “Surplus lines insurers’ policy rates and forms are not approved by any regulatory agency.”  If the insured signs the acknowledgment of this disclosure, it is presumed that the insured has been informed and is aware that alternative coverage options are available. Florida Citizens Finalizes Named Storm Reinsurance with Support from Everglades Re II 2025-1 Cat Bond
Florida’s Citizens Property Insurance Corporation has finalized its 2025 risk transfer program, securing $4.49 billion in total coverage, with insurance-linked securities (ILS), catastrophe bonds, and collateralized reinsurance comprising the majority of the placement. Everglades Re II Ltd.’s (Series 2025-1) issuance of up to $1.1 billion would make it the joint second largest cat bond ever, overtaking the previously issued $1.15 billion Everglades Re Ltd. (Series 2014-1  ).

Florida Hurricane Catastrophe Fund Reaches an Estimated $6.7 Billion in Capacity
The Florida Hurricane Catastrophe Fund, a vital reinsurance program, is projected to have a borrowing capacity of $7.8 billion over the next 0-12 months and $6.7 billion over the subsequent 12-24 months. This projection, which includes cash available to pay claims during the 2025 storm season, was detailed in a report approved on May 12, 2025, by the FHCF panel responsible for overseeing the program.

Florida OIR Approves Transferring More Citizens Policies to Private Insurers
The Florida Office of Insurance Regulation (FLOIR) has approved Southern Oak Insurance Co.’s application to assume 50,000 policies from Citizens Property Insurance Corp., as well as American Integrity Insurance Co.’s request to take over 1,500 Citizens policies. This comes after FLOIR’s previous approval of requests from Slide Insurance Co. and American Integrity Insurance Co. to assume a combined total of 16,250 personal residential multiperil policies from Citizens Property Insurance Corp. Governor DeSantis Signs Bill Seeking to Improve Transparency for Florida Pet Insurance Policies
On June 23, 2025, Florida Governor Ron DeSantis signed House Bill HB 655, sponsored by Rep. Kaylee Tuck. On this day, Governor DeSantis also signed Senate Bill SB 1226, sponsored by Senator Nick DiCeglie, into law. These laws, which will go into effect on January 1, 2026, will require pet insurers to disclose whether policies exclude coverage for issues like chronic and pre-existing conditions, as well as require pet insurers to provide information regarding claim payments and benefit schedules. Governor DeSantis Signs Bipartisan Legislation Allowing Formation of Medical Benefit Plans for Farmers and Ranchers
On May 21, 2025, Florida Governor Ron DeSantis enacted SB 480, a bill that received substantial legislative support in April. This legislation authorizes companies to provide "medical benefit plans" to farmers and ranchers, exempting these plans from the standard state and federal regulations governing health insurance. The bill, formally titled the Nonprofit Agricultural Organization Medical Plans, became effective on July 1, 2025. Governor DeSantis Signs Condominium Reform Legislation
On June 23, 2025, Governor DeSantis signed into law the Condominium and Cooperative Associations bill, which went into effect on July 1, 2025. The new law will require condominiums and other covered communities to have adequate property insurance for full insurable value as determined by an independent insurance appraisal or an update of a previous appraisal. New FL Law Targets Dangerous Dogs Owners with Insurance Requirements
Owners of dangerous dogs are now required to carry a minimum of $100,000 in liability insurance under the newly signed Florida Bill. Florida Gov. Ron DeSantis signed into law House Bill 593 and Senate Bill 572, otherwise known as the “Pam Rock Act.” This law is designed to crackdown on dangerous dog attacks that could cause severe injuries and death. Personnel Note: FAIA taps Greg Thomas for Director of Professional Development
The Florida Association of Insurance Agents (FAIA) named Greg Thomas as Director of Professional Development, effective June 2, 2025. Thomas recently worked at the Florida Department of Financial Services, where he held dual roles as Director of Insurance Agent & Agency Services and Director of Consumer Services. His responsibilities included oversight of insurance agent, agency, and adjuster licensing across Florida, as well as leadership of consumer call centers, alternative dispute resolution programs, and complaint resolution efforts.
