Allan W. (“Dick”) Horne, a Senior Partner of Dover Dixon Horne PLLC, practices in the area of insurance regulation, organization and licensing of insurance companies, acquisitions, mergers, administrative proceedings and other corporate and regulatory affairs.  He is also practices defense and civil litigation, representing a variety of corporate clients of all sizes in civil litigation and administrative proceedings. He is a licensed attorney and admitted to practice law in the U. S. District Courts in Arkansas, the 8th Circuit Court of Appeals and the United States Supreme Court.  He is a member of the Arkansas Bar Association, of which he has served as a member of the House of Delegates, and the Pulaski County Bar Association of which he served as President.  

In 2011, he was presented the C. E. Ransick Award of Excellence by the Arkansas Bar Association and the Arkansas Bar Foundation.  He is AV rated by Martindale-Hubble and has been honored as among the Best Lawyers in Arkansas in administrative and insurance law by the lawyer –rating publication The Best Lawyers in America and was awarded their Gold Standard for Accuracy and Integrity.  In 2016, he was recognized as the “Lawyer of the Year” in the Practice of Insurance Law by the Best Lawyers in America.   He is a member of The Select List of Law Firms and a member, former Vice President and co-founder of The Federation of Regulatory Counsel, a national association of insurance regulatory attorneys.  He was a member and chair of the Arkansas Tax Revision Commission.  He presently serves on the Board of Directors of the Arkansas State Chamber of Commerce and Associated Industries of Arkansas. 

Early in his career, Mr. Horne was employed as Chief Counsel and Assistant Commissioner of the Arkansas Insurance Department.  He was subsequently appointed Insurance Commissioner by Governor Winthrop Rockefeller, a position he held for three years. As Insurance Commissioner he served on various committees of the National Association of Insurance Commissioners, including Chairman of the Securities Committee.  In 1970 he was appointed judge of the Little Rock Municipal Court, a position he held in 1970-71.   He is a member of the Pleasant Valley Country Club for which he has served as a Board member and as President.  He serves as Principal Contact and Attorney for the Arkansas Life and Health Insurance Guaranty Association, a position he has held since the organization of the Association in 1990.  

Mr. Horne lives in Little Rock with his wife, Nancy.  He has two daughters, one is a licensed Social Worker working at a local Veterans hospital and one is a poet, author and editor of several books and teaches at the University of Alabama.  He enjoys golf and the horse races.
